Third Party Assistancy Software System (T-PASS) Profile

Access to the public health care system in our state is extremely cumbersome and fragmented. This complexity severely hinders health care providers' access to Federal, State, and other reimbursement sources. T-PASS was created as a direct response to this complexity and the providers' need for easy access.

T-PASS is an expert interview and determination system used to precisely identify eligible patients for government assistance programs regarding AFDC, AFDC-related Medicaid, Medicaid, Food Stamps, state, and local programs, and to correctly match the patient with the appropriate assistance program(s).

The system approaches casework as if the T-PASS user were the appropriate certifying agency and documents, via printouts, all criteria used to determine eligibility, including all information that comforms to each agency's respective quality of casework issues.

T-PASS incorporates and integrates applicable policy and produces determinations based directly upon policy.

The T-PASS interview is household-based in order to evaluate each household member for the appropriate assistance programs. T-PASS maks multiple referrals per household, budget group, and household member where possible.

    Catalogue Products / Services

    Maintenance, Repair, and Support Services Plan

    1. Software Maintenance

    Compliance Data will deliver to the Customer periodically, software updates that will typically consist of, but are not limited to, additions and/or modifications to existing programs and application packages, new versions of existing software programs offering performance and/or user enhancements, with associated modifications or changes required to maintain the security of the software.

    Shipments are generally once per month and correspond to the Texas Department of Human Services end of month 'cut-off date'. Updates also correlate with the effective dates of eligibility program changes as implemented by federal and state agencies. In addition, updated software versions are sent, at the discretion of Compliance Data, offering performance and/or user enhancements. Bug fixes are sent out immediately upon repair when warranted. The updates are shipped by Compliance Data as pre-paid freight.

    2. Telephone Support

    Compliance Data, between the hours of 8:30 a.m. and 5:30 p.m. CST, Monday through Friday, except on Federally observed holidays, shall provide response to customer reported software problems, telephone assistance regarding proper software use and performance, and updated software documentation.     Compliance Data requires each user or Local Area Network of users to provide a Hayes compatible 9600 baud (or more) modem with communications software and an active dedicated long distance telephone line to receive software immediate repairs.

    Fees - Software Development, Maintenance and Consulting

    920-07 - Software Development

    The base price of T-PASS is $15,000 per concurrent user. Larger providers may secure a significant purchase discount by obtaining a site license.

    The base price of a T-PASS Site License for all users in a single healthcare facility is $435,000.00 and includes 50 copies of Revelation Technologies Advanced Revelation v1.16, Network Enabled.

    Compliance Data will conduct a training class (each consisting of eight consecutive dedicated work days) for the initial users. The cost of the training is included in the site license fee. The customer will be responsible for providing the training classroom, computers, and materials. For site license users, Compliance Data will train a customer-designated trainer who will be responsible for training replacement and expansion users.

    State Discount - The base prices as stated in the previous paragraphs change according to custom configuration. The state discount will be 20 percent of the stated price.

    Software development for human services eligibility related projects is offered by Compliance Data. The hourly fees are:

    920-45 - Software Update and Maintenance Support Services

    The base price for Software Update and Maintenance support services for T-PASS licenses is $6,000.00 per concurrent user per year.

    The base price for Software Update and Maintenance Services for a T-PASS site license for all users in a single healthcare facility is $16,250.00 per month for the initial twelve months.

    State Discount - The base prices as stated above change according to custom configuration. The state discount will be 20 percent of the stated price.

    918-29 - Software Consulting Consulting services regarding automation, administration and workflow in the delivery of human services and eligibility services is offered by Compliance Data. The base consulting fee is $110.00 per hour.

    State Discount - $100.00 per hour.
