(T-PASS)

T-PASS Profile

Access to the public health care systems can be extremely cumbersome and fragmented. This complexity severely hinders health care providers' access to Federal, State, and other reimbursement sources. T-PASS was created as a direct response to this complexity and the providers' need for easy access.

T-PASS is an expert interview and determination system used to precisely identify eligible patients for government assistance programs regarding TANF-related Medicaid, Medicaid, Children's Health Insurance Program and other state and local programs, and to correctly match the patient with the appropriate assistance program(s).

The system approaches casework as if the T-PASS user were the appropriate certifying agency and documents, via printouts, all criteria used to determine eligibility, including all information that conforms to each agency's respective quality of casework issues. T-PASS incorporates and integrates applicable policy and produces determinations based directly upon policy.

The T-PASS interview is household based in order to evaluate each household member for the appropriate assistance programs. T-PASS makes multiple referrals per household, budget group, and household member.

T-PASS Description

The system is a menu-driven computer application that is designed for a user with little or no previous computer experience. The system has numerous pop-up selection and features context sensitive help.

Data Collections

Client/family household data including the following are collected:

  • Biographical information for each client
  • Relationships between members of family group
  • Movement of family members into and out of household
  • Citizenship status of each member
  • Medical information for each client including third party coverage
  • Residency information
  • Resource information
  • Income
  • Allowable deductions

T-PASS further allows the user to enter free-form documentation into the case record such as comments which is stored with all other client data.

Data Evaluation

Upon completion of the client interview and entry of client data, the user is able to calculate the budgeting information for the client and household members.

Forms and Printouts

T-PASS presents a concise summary of household eligibility and a list of certifying agencies handling these programs. The user may choose to print applications for assistance for the different agencies as well as the supporting forms. All forms are in English and Spanish.

Caseload Management

The user may select any one of the stored client households, bringing the stored data back into the screening environment for additions, changes, and printing of additional material. All operations available during the original screening are available. The end-of-day process insures no loss of case information.
